The USB drivers are installed as part of Code Composer Studio (CCS), but may take a few minutes to recognise the hardware. When you upload code to your breadboard, CCS checks whether the firmware on the MSP-FET is up to date – if not, then you’ll be prompted to upgrade.

There is a known issue when using MSP-FETs with serial number starting with the digits '17' or greater with versions of CCS below v7.0, IAR EW430 v7.1 and IAR EWARM v8.10. The issue can also affect old versions of the (in this case update to the latest version).
The issue can exhibit as a 'Could not set device Vcc' error message or other error messages. This is because these older versions of the IDEs were released before this latest version of the tool, and therefore do not recognize and handle the new tools correctly. The preferred solution is to update to the latest version of CCS or IAR. However, if updating is not an option in your case, please install the appropriate patch for your CCS or IAR version. In reply to: Oh, I see, Please, let me remember what customer did to get it working. He installed the driver MSP-FET430UIF-VCP in manual mode from the package for the. Run the CSS and tried to flash a MCU. CSS asked to refresh a software of the MSP-430FETUIF. After the refresh the MSP-430UIF was founded by the Windows as the 'Universal USB device' 4.
He installed the driver from the link I gave you in manual mode. After that all above he works fine till today. Sorry I didn;t tell you all this before, forgot that was made this way.
